Access to waterways

CAN you throw any light on the hypothetical question posed by Dr Mark Chandley:

Hypothetically in England if there was a towpath along a river as opposed to a canal and subsequently there was erosion around the bends and the towpath disappeared and was replaced by a river, would the neighbouring farmer be justified in preventing access along the river and farming down to the bank, this being the previous perimeter to his land? Or would the towpath now follow the contour of the new river path?
